Why are sprocket side bearings larger?

Just curious why CB rear hubs run a larger bearing on one side. I'm having hubs machined and given the opportunity I might just run two larger bearings.
Did any bikes with the same ID (20mm i think) come with two equal sized OD bearings I could use?

Any bikes come with dual larger bearings with a 20mm ID? If I'm doing hubs from scratch I'd rather find an allballs kit with dual larger bearings.
