71 CB500 clutch actuator is slipping

I'm hoping someone has a similar issue and a fix to this problem.
I install a clutch cable and followed the manual by loosen the clutch lifter bolt and turn the adjustment screw (big slot) until it stopped (about a 1/4 turn). and tighten the lock bolt
When I pulled on the clutch lever. . . now the clutch actuator slips (moves) inward ?? it will not hold to push the clutch rod ?

Any idea why this happening?  It just does make sense.
