I just got my title in the mail for my bike. I started with no title, no vin, a 78F engine, and a mid-70's AEE rigid frame.
I felt like a pioneer through this whole process since even some people who work for the DMV and Secretary of State didn't have some of the answers. However, I managed to find the path to titling vintage frames here in Illinois, and I intend to light the way.
1) Obtain a Bill of Sale for your engine from the P.O.
2) Obtain a Bill of Sale for your frame from the P.O.
3) Contact the DMV and request a Special Construction Vehicle Title Application
4) Assemble the bike, paying attention to the safety requirements outlined in your application
5) If your frame did not come titled, you are going to need a Title Bond. This is not as bad as it sounds. Contact your local bike shops and find one that will do an appraisal (there's usually a nominal fee). Take the bike to them and have them appraise it. Take your appraisal to your insurance agent and ask them to write a Title Bond (there will be a nominal fee for this too).
6) Mail your completed packet, including the Title Bond, to the DMV.
7) Call at least once every two weeks to make sure the paperwork is moving along.
When your paperwork is approved, your packet will be sent to the Secretary of State Police to schedule an inspection/VIN issue.
9) After your frame is stamped, wait for the title in the mail!
The key to this whole process is attention to detail. I had my packet kicked back three times for stupid #$%*. I didn't sign the Title Bond in one spot, the dealership filled out the appraisal form wrong, etc. Follow their directions EXACTLY, and what took me 6 months should only take you 3! So don't shy away from those Amen Saviors and Santees because you think titling will be impossible! Get them, title them, and be proud of the vintage frame your bike has!!!
