I have started making my brackets for the oil tank, is there any reason why i can't weld the bottom support brackets direct to the frame, instead of welding lugs to the frame, then bolting the support brackets to the lugs.

Nope - no reason at all Tony...the lugs and bolted brackets are just to ape the originals. If you want practicality over originality there's no reason at all not to do what you suggest...
