I have always used hairspray on my hand grips. Never had a problem with it yet.

As fr your situation though, I think it is all going to be in the prep work. Take your current grip off. Clean the bar end as thoughly as possible. Essentially, you want to remove all traces of the old glue(s). Next, take a piece fine grit sand paper and scuff up the bar a bit. ONce again, clean it off (To make sure all the dust is off after sanding). As far as the grip goes, your best bet is getting a new one. You can go through the same process with the grip you did with the bar, but it's kind of a pain to do. Basically, you want to get rid of all the old glue completely before you put it back on.

As for the hair spray; spray down the end of the bar (all around), and spray into the grip. Slide it right on and let sit for about five minutes. Clean up any dripping spray and you are all set.

Just be careful not to glue the throttle tube to the handlebar!
I would disassemble the throttle switch housing and remove the tube, clean it really well (inside too) and clean the inside of the grip, using gasoline or some other strong solvent that won't dissolve the grip or tube.
Before you take the grip off, measure how much gap you need between the cable ring and the grip. When all is clean, spray hairspray or use rubber cement on the grip and tube, and slide it on to give the correct gap; then the grip won't bind on the housing when you put it all back together.
Let it dry and check that there's no buildup of glue inside the throttle tube.
Clean the handlebar and put some axle grease on it, just a thin film.
Reassemble. You should have a really slick low friction throttle action and no slippage of the grip.

I've never used hairspray - probably because my wife doesn't use it - but spray paint works well, too. Just spray some down in the grip and slip it on the handlebar. Let it dry overnight, and it won't come loose.

Hairspray works well. What works really well is WD40. You wouldn't think so but this is an old BMX biker trick. Additionally, more WD40 will unstick it in the future, which may come in hany.

The best way to do it is probably 3M spray adhesive. It's called "Super 77". Most hardware stores stock it. Hairspray, WD-40, etc. tend to come loose after rain works its way in there.

I've been told by a couple of old(er) farts that "belt dressing" works- stuff that sprays on fan belts ans stuff like that.
I just use points cleaner and then paint.  If you have open-ended grips for bar-ends or whatever, hold a papre towel under the end because excess paint will come out the end.
Dude- your 8 layers are showing!

What ever you do never spray the stuff near the newly painted fuel tank.
Instant insanity.
BTW Isn't there a screw in the end of the throttle twist grip to secure the outter casing into the plastic throttle sleeve grip itself?  or are we on about the other side LHS?
