Tapered Bearings/Races Question

Hey Guys,

I got the All Balls tapered bearings kit for my cb400f and it looks like it's the right one for my bike but for some reason the top outer race is loose in the neck and spins by itself in the neck. I was able to put it in and take it out of the top with just my hands as if it's just a little bit too small. My limited knowledge of bearings tells me it's not going to work properly if the race is spinning inside the neck with the bearing not able to spin against it.

On the other hand I got the bottom bearing, spacer, and race pressed on nicely. Just need to figure out why the top race is loose. The part number for the bearing I used on the top is 99-3511. Any ideas?

The resistance in the bearing rollers will be less than the resistance of the race against the neck tube once everything is tightened to spec. That being said, I would measure the race against the old race and see what the difference is and if in fact they supplied the wrong part, It happens. Last week I ordered a left hand  handle bar switch, what i got was a piece of fuel line. On one side of the sealed wrapper was the correct part number and description for the fuel line, on the other was sticker describing the switch

The old race appears to be the same size but it must be larger by just a hair which is enough to give it tension. When I put the old race in there is more tension and I need to gently hit it into place. Would it be a bad idea to put a piece of teflon tape or something around the outside of the new race and then hammer it in to give a little bit of tension?
