Are the small leather? bits on the HOLDER-SET B absolutely necessary?

That looks like the rubber cover  on the carbs.  If so, you can do without it.  I have...Larry

Thanks MoMo, I was hoping that, it connects to the carby at the top and  the part that lifts the throttle valve up and down
