The overall height is a factor, but more of a concern is the width. Bear in mind, short diameter rims with wide profiles will create spoke angles that are very steep. This will definitely create conflict.
From what I've seen, 17" wheels at maximum can hold a 2.15 wide rim on a CB. That's not very "fat". You may want to change your front end to an USD type to get to a 17" with 3.25 tire.
To confirm, you really need to take some measurements and watch the back side of the caliper for conflict with the spokes.
