I've got no idea what it is, but it looks like maybe it clamps onto the grab bar? Maybe one of a pair that support a sissy bar or something?

Ohhhh, the other part.  Gotcha.  I have a '76 550k and don't recall seeing anything like that - agree that it doesn't look stock.  Sorry not more helpful.  Now I'm curious...

 Never saw this on a 550. Not stock, would have to agree with the aftermarket rack and sissy bar idea.
A few Honda 500's, a few Honda 550's, a few Honda 650's, '72 cb 450, a couple 500/550/650 hybrids, and 2001 750. 
  550 Snowbike -Somebody had to do it.

never seen that on a 550 or 500 or... any cb for that matter.

with that groove around its middle it might be an accessory bungy cord tie point?just clamp it anywhere and wrap a rope or bungy around it?
