what is this and what dies it do??

im trying to figure out what this black cover and gasket do in the carbs. any ideas? right below the number 17 screw at the top of the image

These look like the carbs on my CM400's. If has been a few years now, but I think those were like plastic fillers to cover maybe a hole in there. Again, it has been a while maybe someone can confirm.

My 77 Goldwing CV carbs has something similar to this. The plate and filter(what I would call it) covers a couple of the carb jets.

Remove the cover and gasket to access the air bleed jets.
