I used some marvell on a bike engine,  it did seem to remove the oxidation, but I  applied it with red scotchbrite. Is that cheating?

MMM Don ? I don't see why it wouldn't because it sure loosens up rusty cylinders & cleans out carbon

Cal, was wondering about a 2-step process,now that you mention the grey Scotchbrite.I could use the grey Scotchbrite on chrome/alloy first and then finish up w/ the #0000 steel wool;would the steel wool remove all the scuffing of the grey Scotchbrite pads ?

Probably if the grey came after red. You need something a bit more abrasive to start with, then graduated up to a more fine grit to remove scuffing. Each successive step removed the finer scratches from the prior...

This hub is one I'll be working with and the stuff I have is all like it.
I was considering cleaning it down to where the tarnish is gone and then polishing it by hand.. inside my Apt. I was also considering making it as about the same as a factory finish underneath and then clear coating it.I've read here that means not a mirror finish(my arms/fingers couldn't do it anyway..  :P )but more of a 'soft shine' so the clear lacquer has surface to 'bite into',does that sound about right ?

Grey is about 800-1200 grit equivalent, but not necessarily the same. 0000 is much more like 2,000-2,5000.

I would think if you are conscientious about the direction of sanding with the Grey, that the appearance/lustre would be very appealing. Use no oil during sanding unless you are 100% certain to follow with Acetone and then Denatured Alcohol prior to painting. Slightest bit of contamination and you're redoing it.

Maybe mount the hub on an axle stand, hold pad against surface, and hand turn slowly to sand. Coverage and even pressure, not speed are your goals.

Camna, don't use scotchbrite on chrome.  It works great on aluminum though. 
If it works good, it looks good...
