1973 cb750 Project "Blackout" slow but steady

I'm 17 got this cb750 in a trade trying out a cafe style build, and the guy did a lot of motor work apparently including an engine swap so really don't know how many miles there are on the motor but it's pretty clean when I took the valve cover off. He extended the swingarm and lowered the bike by taking the springs in the back out and just puting a spacer, but everything is being taken off and being fixed or replaced. Looking for advice on what to look for or what to replace to make this more reliable and economic. What are any to all problems with this bike that can be fixed. Some background: I've been working on and fixing things with motors since I was 10 or 11 built a model car when I was 4 and since then I've loved building things I live in monrovia California about 30 minutes east of Los Angeles. This is going to be a pretty low budget build. Thanks for reading and thanks for replying. Is the motor seized or free.  If free, you should try giving it a major service and seeing if it will run.  This will most assuredly require rebuilding the carburetors if they have been sitting for an appreciable amount of time.  The motor does not look too crusty and has some aftermarket pieces.  I would then go through it system by system (forks, brakes, shocks, electrical).  See if you can get it into a running bike before you start converting it to a café.  The time spent getting it into running shape will give you a chance to get to know what you like or don't like about the bike to modify later.

The motor is not seized (anymore) very light rust in one cylinder. I already took apart all of the carbs need a few small parts in them. Here's what I've done so far. I know it's a mess but I learn where everything goes
