I found this in Motorcycle Classics Magazine Jan/Feb 2015. Thought it might have some use here.

Just what I needed to read thank you. I have cleaned my carbs and now it won't tick over. The problem is that I'm not sure if the slides  should be all the way down. on my cb400f2(1977) or should they be slightly up to allow a little bit of air to create a venturie for the pilot jet? With the slide all the way down and the main jet blocked by the needle,I can't see any way that the small amount of mixture from the pilot jet can get sucked in to the engine as there is no orifice that I can see on the engine side of the slide.what should I do? Please help
