CB750 Swing Arm Resistance?

I just got the swingarm on the frame with new bushings and new grease fittings on the bolt. Everything bolted up nice, absolutely no play in it. Just one quick question. Torque spec should be 40-45lbs looser if swingarm is locked or is bolt is used many times. My question is how hard should it be to just move the swingarm up and down? I assume it shouldn't just flop up and down but how tight is too tight? Thank you all

It should drop slowly under it's own weight.
