Torquing primary drive sprocket?

I need to torque my primary drive sprocket in the front to at least 38lbs and I have a sprocket stopper that is to small to use on it. I've already chipped the crank case with  an awkward  configuration I did with the stopper, but could I just put bike in gear? Would that hurt anything to apply 38lbs of torque while its in gear?

 Or chain on and somebodies foot on the back brake.
