76K Honda Head with new sleeves

I had new sleeves put on my old head by a machine shop. I'm putting it back together now and noticed that the sleeves don't sit totally flush with the head. One sleeve is 1.5mm raised from the head. My question is are all the sleeves supposed to be perfectly flush? Is 1.5mm raised from the top of the head ok?

That's pretty proud of the head.

At the very least the gasket wouldn't seal well

Where to sleeves go "in the head"? Do you mean new cylinder sleeves installed in the cylinder block? If so, then yes, the cylinder sleeves should fit flush with the top of the cylinder block. The sleeve might have gotten pushed out in transit. They can be displaced, especially if a freshly painted set of cylinders is placed in an oven to cure. I've heard stories where the cylinder block slid off of all four sleeves at once, although I've never seen it. If you've got a press, you can try to press the cylinder back into place, or you can take it back to your machinist and he would likely be happy to press it back in place. The cylinders should sit perfectly flush, and the top of the cylinder block (with sleeves installed) are often milled to provide a perfectly flat surface. I would not use the head to press the cylinder back into place.
