shouldn't this be both a tail light and a brake light? only getting brake light.  new bulb in it. took out the LED the PO had in it thinking this was the problem.

Yes it should be a dim tail light and a bright brake light.

Check for power on the wires, you may be able to just swap around the bullet connections and use the unit as tester. There might be no ground wire, OEM lights did have it but aftermarket ones don't always. This should be a green wire.
The brown wire - assuming a stock harness - is tail light power. Should be +12V when the key is on and the lighting switch is on (if you have that switch, on with key if not).

Green/Yellow is the brake light power, switched by key plus brake pedal/lever switches.

Does the tail light come on with key in "P" (park)? If it does, check your TAIL fuse. If that's OK maybe the ignition keyswitch or its connector is wonky.

not sure what i did but it works now.  unplugged the bullet connector under the seat that snakes back up and thru the rear fender and then reconnected.  took the tank off and traced the wire up to the ignition key switch and checked for breaks.  messed about with the large connector that comes from the fuse panel.  messed with clips on tail light fuse spot and ended up breaking the top of one side off.  now it works.  whatever.  guess it's time to order a new fuse panel.

thanks for the tip on the brown wire.  guess i could have looked in the manual but who has time for that.   ;D
