CB400F Front brake sticking

I was riding my CB400F listening to the front brake squeal. After a mile the bike was slowing down as if losing power.  Found out the front caliper was under pressure and only released after opening the bleeder valve and would stick as soon as I applied the brake.
Weird because I would think if the caliper was sticking, it wouldn't release and I can't see why the master would still be applying pressure. Any thoughts?

There is a tiny hole in the master that releases the pressure when the lever is released. If this hole is plugged, the brake will drag.
