How to adjust fast idle speed arm?

if I understand the manuals correctly they're saying 1 millimeter max between the "fast idle adjusting pin" and "throttle link" but for some reason their pic shows the back of the carb towards the choke parts. Anyway, in my pic you can see I have about 2 millimeters.

The manuals state "adjust by opening and closing the fork end of the idle adjusting arm" til your clearance is correct. Doesn't do diddly for me. There's nothing to open or close that permanently changes anything in thay instruction. Any ideas?

I just wind my idle adjust screw in, as baby warms up, wind it out.

actually I should ask, how much is the choke supposed to open the throttle exactly. Currently with a 2mm gap there it's barely opening the throttle. I just saw in the macgregor's carb guide the instruction to indeed bend that "fork" end of the "throttle link" with a fat flat head screw driver and that makes sense. Not often though you're supposed to just muscle parts to spec lol. Ill get to that maybe tonight otherwise in the morning... hopefully check it for leaks then throw them back up cross my fingers and crank it up
