Cut that section out, get some new 1-1/4” 0.063 tubing, and have it welded in. You’ll be fine. I made the exact same repair two weeks ago for a CognitoMoto bike.
Check the area forward of the side stand mount, they like to rot there from water in frame.

For a while on the K1, Honda forgot to install those holes and the frames rotted right there: later ones have vent openings around the wrap-brackets where the frames are welded together, instead of drilled holes, to dry them out. We had a mimeographed (remember those, guys?) 'Bulletin' from American Honda (1972 March) to check that all CB750 frames had these holes, and they were 'clear'. The 'excuse' was that the holes were painted shut: somehow that paint still made steel chips when I drilled it out...
