1975 CB400F doubled swingarm pivot bushings??

What’s up guys - my first post here. I cut my teeth on a CB200 a few months ago and now onto #2   :)
I have everything stripped down prepping for powdercoating and ran into a curiosity with the swingarm pivot bushings. There seems to be 2 on each side. See the attached picture. The outermost is the plastic/fiber variant but it looks like there is another steel one as well? Anyone ever seen this?
The parts manual only shows 1 and any picture I can find doesn’t look like this. I just want to know what I’m working with before I start the surgery of removing them

The parts fiche is probably correct. I'll go take a look at mine (it's still on the bike though) and see if I can tell what's there. :) Rick.

I realize this diagram is for a CB450K2, but I think maybe I found your answer.

Notice #11 and#14, 11 is the thrust bushing, 14 is a felt washer. Could that be what you're looking at?
