CB400F Pass or buy?

Local guy has this CB400F with an extra frame and lower cases.  Carbs have been tuned , but not on the bike.

$1k for all, [lus some extra parts. (Not sure what)  Thinking maybe buying then selling to finance some CB 550 stuff. 

What say you?

for $1000 it looks pretty good but hard to see close up on the LoRes image. Did it run before the carbs came off? Both frames titled?

Yes it ran. Carbs sent out for cleaning but not on the bike now.  Both bike and frame have clear titles.

BTW...I saw it as I was picking up a CB550 from him.  It's definitely a project bike, but has spare complete engine and boxes of extra parts.

With all the extras, I wouldn't hesitate. Offer him $900 since you are a returning customer!

I am seeking an engine, and there are others on the forum here that want one too. I think the bike alone is worth $1000. Buy it and sell me the engine!
