What's this hose for under air box

So this hose is kinda snapped at the top connector and the bottom is kinda closed . What is this for and what does it do? Should the bottom be cut open or left alone closed ?

Its to let liquid out of the air box whilst trying not to let air in, otherwise known as a drain tube
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!

Pinch to drain, leave it closed to seal airbox.
No matter how many times you paint over a shadow, it's still there.
