1971 CB500 Seat Lock

Attached pics show the seat lock.  I have a key with matching T number, when turned CCW 1/2 turn, allows access to under the seat.  The key does not pull out until you turn the key 1/2 turn CW to lock it.  The question is are these seat locks serviceable?

The key comes out easy enough, but it's a struggle inserting it......sometimes.  I've cleaned the lock with carb cleaner and WD40, air dried it and lubed it with 3 in 1 oil.  I suspect one of the tumblers has a rough edge, maybe from being forced at some point.

Is there a way to open these locks?

Not easily, you can fit the later type lock as long as you fit the lock bracket and seat to match.
The very early ones like you have are getting very hard to find now, i just had to import a nos lock bracket from Germany to UK  and pay a lot of money for it ( about $100).
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Have you tried “powdered graphite”? It’s just what it says and often used for working sticky locks. I often visit an old style (old guy) locksmith with problems like this. He picks around with his tools and often can solve a problem in a few minutes....... good luck!
