The part you showed does not come out. There is a steel flange and bushing , that fits between this and the Speedo drive..

Thanks for the info Frank.
These PVM wheels do not share the stock configuration but have adaptor to get speedo drive working. (I think I have it mostly correct.) The complication is the other side where the 4 pin threaded seal would go ... I'm wondering out loud how to protect the bearing and how to tighten the axle without pinning the bearing against itself.

The inner race of the bearing must be tight against something..., both sides.. inner must have spacer between bearings.,
There are several ways to lock the steel drive plate to the hub to drive the Speedo drive.,
Hard to see what is going on without a pic of that area.

I cut down a stock drive plate so it sat flat and pinned it to my Lester with two roll pins.

The speedo "drive plate" needs to be against the wheel hub surface, not on top of the rotor hub. The thin chrome cover is not used with a dual brake mod. You can cut down the plate so it fits through the hub of the rotor and pin it to the wheel hub like Don, or cut down the plate, leaving the tabs, and machine recesses into the back side of the rotor hub, essentially replacing the chrome cover.
