Ok so just to help here, see if you can get a member to make  some bolts out of hex , or studs out of rod..
They only got to know the length , and even if they cut only 85 % -of thread , you die will finish it easily.
You just need to tell them length and maybe send material.    9/16 hex ought do it.
You any want to  safety wire them..

I would like to purchase 6) Grade 8 steel 10mm allen head bolts 25mm long and have them turned-down to a dia. of .360" which is the O.D.of the outside measurement of the threads of my never used 9x1.25 tap;I also have a new 9x1.25 Die.The allen head will fit between the footpeg good;a hex head bigger than a 12mm hex wrench will not:I have a few of these engines to install in this bike.I will send the tap and die along with the bolts.
I will pay for this service if someone here has a lathe and the time to do this.

Frank, the stripped threads are still holding a bit, they aren't totally stripped but the one hole is weak. The other 3) 8x1.25 bolts are holding strong. These footpegs will be removed and re-installed many times and I want to have these bolts ready for when they do ultimately strip/fail.I'm thinking/planning ahead on this job, glad I did as the problem sourcing the 9x1.25's. I need to torque these lower bolts to around 17-18 ft/lbs plus keep the threaded holes in the crankcase clean(very difficult with chain lube, oil, etc. down there)so I get a true torque reading.

Turn 10 mm orv3/8 down,  they are fairly hard, if your die is carbon steel, it may not live long. .

The "Hex-Flange-Head" description misses the mark since this uses a T-50 Torx drive. I would still be inclined to do a helicoil repair and be done with it...
