Fixed the aftermarket oil filter bolt.

I bought one of those aftermarket filter bolts and found that pressure relief valve was a cheap POS stamped cup and the relief spring was pretty weak. 

I lapped the inside of the bolt with a close fitting rod, then made a new cup with about 1/2 thou clearance. Got a new spring from McMaster.

Valve should open at 20psi and be fully open at 26. Probably a little high but I can have a pressure gauge on the bike and can monitor if the filter starts to plug up.

I made a spacer to hold the spring to keep it centered.
