Grounding issue?

Trying to rebuild a project bike from a few years ago.  Cb550(1978). Do all directionals need to be wored in order to create proper ground on the bike? I have rear directionals and brake light wired but dangling. No directionals wired up front. My test light is "on" at all times, even with kill switch and key  in off position. See photo. Guage lights, headlight and tail light all working. Rear directionals do not light. Neithe horn or starter work. Battery is weak so likely wouldnt crank it anyway but I figured at least a "tick".

 Did you get it going? It sounds like a red was plugged into where a black goes or a bad key switch.
