Sealed up cam cover - hmm

My bike has a rather unfortunate bodge, that I'd like to fix.

From what I can gather, the thread on the cylinder head side of the cam cover bolt must have been threaded, fair enough, stuff happens. But, wouldn't the replacement nut and bolt provide enough torque to ensure a tight leak free seal of the cam cover? I'm wondering why someone would apply this sealant rather than tightening the bolt correctly - maybe for fear of breaking what material is left on the cylinder head?

Would the best fix for this be to remove the cam cover, add new rubber gasket, add some instant gasket and then retighten correctly?

Any advice would be much appreciated.

The why? Because that monkey didn't know what they were doing nor how to fix it properly or the results of what happens when they get that gobblers on the inside of the motorand it falls off and plugs an oil port.
 The would?
Yes. Unfortunately, now you have to clean up what that monkey did. Check the threads of the bolts into the head that they aren't buggered and needing time sert repairs.

Looks like how a buddy of mine fixed a tach cable seal leak on a 750 chromed valve cover waaaay back in the day before we even knew a seal was in there !   ;D

I think newday is being nice by calling him a "monkey", I would have other names not so nice!

only way is to take it apart and use a new seal,try and find a genuine one as a lot of aftermarket ones are to thin and dont compress and seal as they should,the nut and bolt should pull it all down tight enough,hopefully the cover isnt warped?also when you tighten it all back take care on those extreme front bolts,they pull on a small little piece of alloy and are easily broken if not pulled down squarely.
