CB550 Rear Axle bolt torque

When I snug down the castle nut on my rear axle bolt the wheel doesn't turn freely anymore. Is that normal?

It almost seems like I need a really small spacer behind one of the bearings on the axle to keep some side load off
the wheel bearings.  There is a spacer in there but maybe its a little short? I'm running a cognito moto rear wheel so
perhaps its a little wider than it should be.  I'm not sure.

Not normal, something is misaligned for sure.

What does a parts fiche show?
