Does this take an o-ring???

Okay, so the Honda emblem cover that goes over the stator cover... covers the 3 screws underneath...Is that supposed to have an o-ring under it?  I didn't use anything since the IPC didn't show anything, but It did cross my mind about riding in the rain, water seeps in there and gets to those screws and finds a way to seep into the stator... If it is supposed to take an o-ring, how the hell am I supposed to get this thing back off now that I used a little dab of 3M 847 on the clips?

Not to worry: there's no Oring there.
At least, not from Honda! I've seen them added before. :)

The 79-81 CB650 has a gasket and the to upper holes have hollow pins.

Sorry unsure which bike you have.
