76 550CB duel font disc bleeding problem

I finally got drilled duel discs installed but can not get them bleed. I have bleed duels before and have been cycling fluid through the system for sometime. But that all it does, cycle through and never gets pumped up at all. In fact they are so bad that I can't go ride a bit to see if the vibs will shake something up, but there are no front brakes.

from the start i pushed fluid up from the calipers til it showed in he reservoir and then started bleeding from the bottom w/o any gains.  I use a hand pump bleeder.

I have a line running from each side up to a Nissan 1/2 bore master. Steel braided lines.

 I have sucked through a lg bottle of fluid so far w/o doing anything but cycle through.

I need ideas and yes I have tried to tap the lines.

First of all, did you mount the calipers in front of the forks, like the stock single, or did you flip the forks so the calipers are to the rear? Is there any action at all when you pull on the brake lever?

duel  brakes, just like stock put on right. Both calipers on top. Bought all stock pats for rt and the conversion part for the epeedo
 and there is action on both sides, just not pumping up.
Action,not excessive wiggling.
Did have to much wiggling on the rt, but fixed it.
