ch150d, just got one, what are these bolts for?

I wish I had a pic because someone here could tell me.  Here is a diagram pic,  http://houseofmotorcycles.bikebandit.com/partsbandit/assets/schematics/Honda/H00340006.gif

  A ch150d is a single cylinder scooter. There are 2 bolts that hold these have adjusterplates on them at the top of the engine.  I can fiddle around with them and the engine wont run. I dont know what theydo.

Are you talking about #'s 5 and 6 in the diagram? Off hand I would say they look like some sort of timing adjustment by the looks of things.

Then again, I could be wrong.

eccentric valve adjustment as on 450. the bolts #21 lock adjustment plates 5&6
