Actually I don't blame the guy. If it were a wheel or the forks, maybe. He has to take everything off the frame, prepare it for shipping, then get it shipped off.
I'd just ask for a refund and save the guy some grief. It would probably cost you at least $75 to have it shipped anyway.
I had this happen to me a few times on some bike parts. Start it out at $0.99 and that's where it ends. I should have just thrown it in the garbage can. Now I start things off at a minimum of $10. If it doesn't meet that it goes in the garbage or "Free Box" for the next swap meet.
