82 CB650 Carb questions

I'm currently working on a 1982 CB650 that is puking gas out of it.  In the beginning it seemed to only be coming out between carbs 1&2, it was pushing out of the side between carbs 1 & 2.  I took the carbs apart expecting to be able to adjust the floats, but the floats are all plastic and can not be adjusted.  The carbs seemed pretty clean, I sprayed cleaner in the needle seat and stuck the carbs back on, still the same issue.  I took them back off again, I noticed between carbs 1 & 2 that there were two open ports that I was thinking most carbs have hoses on.  There was a hose in that spot between 2 & 3, but not between 3 & 4.  The blue hose in the pictures are where I put the hose on.  Am I supposed to have hose there?  Anyways I put them back on and after that gas was leaking out of where the carbs hook to the intake boots on all carbs.  So it seems like putting those hoses on blocked off its leak point, then filled up all of the carbs then found its way out the next lowest spot to leak out on all carbs this time.  The needles look good on the carbs, there are no wear marks.  Do the seats come out on these carbs?  Most I have worked with screw in/out but these are pushed down in, no screw slot, and they are too low even to pull out with pliers if I wanted to.  Is there something I am missing?  Does this seem like a bad seating needle in just one carb or is there something else?  Should I take the blue hoses back off or are they supposed to be there?

That is supposed to be a "T" that vents to the airbox.   Check and see if anyone "shimmed" the needles.  There shouldnt be any washers under them.

I checked and there are no shims.  I did a thorough cleaning of where the fuel comes in and the needles, put back together without the 2 blue hoses(they were between 1&2 and 3&4).  The fuel is leaking out now where I had the blue hoses hooked up on carbs 2&3, so it's pushing towards carb 1 from carb 2 and towards 4 from carb 3.  Is this due to the black hose in between 2&3 not having a vent or is that one just supposed to be closed off?  And would the fuel be able to make it up that high if the needles were doing as they are supposed to?

If its also between 2-3 must be the fuel line.  The vent is between 1-2  and 3-4.  I'd have to get my spare carbs to compair the hose location.  Someone musta changed to this setup as they originally had a alum tube with a o-ring at each end.
