Rotor rebuild question???

I just recently had my rotor rebuilt for my 1980 Honda cb650.  My rotor was the cause of all my electric problems I was having.  Now I have a question about my rebuild....  I sent my rotor out with it registering 0.0 ohms.  I got the rotor back and it looks great, all cleaned up and the thing looks like brand new....I got the rotor home and put a multimeter on it and is it still registering 0.0 ohms.  Is a rotor supposed to come back to you after a rebuilt registering at 0 ohms?? 
Does it need to be put back on the bike and have everything back in working order for it to start having resistance??

I believe the rotor should read 6-7 ohms.  Are you certain you are measuring it properly?

  It is a small resistance needing proper test technique and equipment.  Do you have a known 10 ohm resistor to measure?

A cheap analog meter is unlikely to register values as low as 7 ohms!
However the cheap digital meters available are much more accurate at low resistance values. Which are you using?

I am using a digital craftsman multimeter.  I hook it up to my battery and it reads just fine.
I also went to the cycle shop in my town and brought my rotor there to have it tested and it was reading 0 when he hooked it up.  He also showed me a newly rebuilt rotor that he had and it was registering 5 ohms when it was on the multimeter.  I am just wondering if I got taken to the cleaners??????

Test your meter on a known resistance, like a light bulb (60 watt/120v should be about 240 ohms). It sounds like you are testing for voltage. Make sure that the multimeter is set on ohms. Also check the battery.
