Carb Question: What is this?

So I have this little white washer sleeve thing sitting with my carbs parts for by '79 cb650 and can't find it anywhere on the parts diagrams.  Where does it go, or is it something that was on my workbench and mistakenly got put with the carbs?

Question number two, Can anyone tell me how the heck to hook up the thin choke relief spring between the two choke arms?  Thanks.

What diameter is it? Would it fit on throttle shaft? I think it locates the operating arm under top cover

That nylon spacer does go on the throtle shaft.  I had rebuilt my '79 carbs last year.  Right now I can't seem to find a pic.  I will take a pic tonight and post it.  To hook up the springs, I kept the #2 and #3 carbs spaced apart (all shafts in place but all carbs loose) and slowly brought the whole thing together while using needle nose pliers and small flat blade screw driver to hook spring.  it was a PITA!

The nylon spacer is not the one that goes on the throttle shaft.  It won't fit around the throttle shaft, but it will fit around the choke arm?  The outside diameter of it is slightly larger than the throttle shaft.

If I did, they'd have a hard time finding that bushing too once I showed them where to put it.
