Stupid question about timing/circuit completion

If the plug wires arent hooked onto the plugs, can I still adjust timing, or does cause the circuit to be open and not read?
basically, the plug wires are too short until i fix them, but can i do the timing now?

If you're going to static time using a test light,voltage meter,or buzzer it won't matter if the plug wires are on or off. If you're going to use a timing light............you're outta luck, you'll kill the battery trying to crank the engine enough,or wear out your right leg.
