changing fork seals on old hondas

i replaced the seals on a set of 33mm forks from a honda 350 and after getting the seals seated realized that the depth of the seat is more than the thickness of the seal so that there is a gap of several mm's between the seal and the circlip. I checked the shop manual and the fiche to see if i'm missing a washer or spacer but they show none. What am i missing here?

I suspect you won't get many takers for your question in the "Tips and Tricks" forum. Try reposting it in the "SOHC/4 Bikes" forum. In the 750 fork there IS a washer between the seal and the circlip. Thinking logically I imagine the washer is there to protect the seal, incase your circlip pliers slip and puncture the underlying seal. Just a thought.
