Exhaust spigot screw removal 1976 CB750K Engine

I'm in the beginning stages of transplanting a donor engine into my frame. The replacement engine has what I gather are called spigots on the exhaust ports based on some of the discussions here.They are short protruding tubes, flanged metal collars with flat head screws into the head. My exhaust uses the standard finned collars, keepers and studs with nuts.

Anticipating they might be difficult I sprayed them with Kroil last night and intended to drive them out with my impact driver this afternoon. The first broke free fine. The second won't budge. I tried some heat, but I can't get it out. Not sure how much heat I can put to the head. I stopped at this point.

I'm also wondering whether I'm going to have to drill out and EZ out this screw or worse several of them.

Has someone come up with a method to simplify this?

Mine were EXTREMELY stubborn to remove.  I used a heat gun and an impact driver. 
I heated them over and over, and actually ended up using the bit from my impact driver hammered into the screw
so I could get a socket wrench on it for some leverage.  Thought I'd break them for sure, but they held up.
Yep, I'm the kid that figured out how to put things back together...eventually.
