POR15 what is this stuff?

This box of stuff came with the 79 650 I got earlier in the year, never bothered to open it as I had a good tank and wasn't thinking of doing a skin job inside the tank anyway.
I've heard so many horror stories about these going wrong!
But I digress, today I'm looking for something to clean out my 82 Custom tank which is full of unmentionable (possibly radioactive) crud and I remember this box of goodies.
According to the label the contents are: 1 Litre Marine Clean, 250ml Fuel Tank Sealer, Ilitre Metal Ready, Detailed instructions.

OK so the sealer is missing and the detailed instructions are AWOL too but inside is 2 bottles of interesting products that could be perfect for cleaning my tank out.
Question: how do I use these products, I am not putting a new skin inside my tank, I just want to clean/de-rust the tank.
I think the thing I most like about motorcycling is the speed at which my brain must process information at to avoid the numb skulls who are eating pies, playing the ukulele, applying make-up etc in the comfort of their airconditioned armchairs as they make random attempts to kill me!!!!!!!

Firm in UK called Frost sell this stuff and if they put their name to it it has to be good, aint used it myself but i;m sure they have a web site where you can get destructions
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Mine developed a pin hole leak near the petcock a couple of years ago and I bought a POR-15 kit.  It included a strip of fabric for just such problems.  I sanded the area around the hole to bare metal, and used the fabric with JB Weld to patch the exterior (it was on the bottom) and then cleaned the interior per directions, and went ahead and used the liner too.  It worked great, and I haven't had a problem since.

I'm sure someone will chime in if i'm wrong, but I believe that you have to re-cote the tank if you are at the point of using chemicals to clean it out.  Whatever rust-resistance that the tank once had is completely gone at this point and your cleaning might be all for naught after a short time.  Especially if the rust/buildup was really bad, because the metal at the bottom of the tank is that much thinner.
