Bert,
I have American Moto send them to a bonded warehouse in a small town right near the border in Washington (I live on Vancouver Island) to a company called Express Air International. This company has bonded trucks which pick up the items and deliver them to their offices at the airport in Victoria. They give me a call when it arrives, I pay them their delivery costs which are $18 for the first 10 pounds and $.40 a pound thereafter. I think the tires came in at about $22. I have to pay the GST to Canada and there is an office right at the airport. It's easy. I think this is called a forwarding company. Perhaps there's someone offering this service where you are or you can have them shipped to someone near the border and do the cross border thing yourself.
I saved a ton of money doing it this way. Of course our dollar was much stronger then.
