Carb help needed 74'cb550

 Ok here's what I'm lookin at, I wanted to get the carbs set up a little better for this year and I just wanted some advice on adjusting the set up.

 I've had them sync'd last summer, bench sync still looks good right now. WOT stop screw is set right.
 What I'm a little unclear about is the throttle stop screw and the measurement shown in fig.5 #2, the info is from a cb500 four factory service manual. 49mm obviously seems excessive, right now it's 22mm.
 As well as the overtravel bolt, I understand it's 2-3mm but when do I set this, can be set with carbs off the bike.

 I don't know if this makes sense but I remember them being set so that when the throttle is closed it still had space for forced overtravel at the throttle and fully closed it would come close to stalling.
 Recently when the throttle was closed, it was closed I could not force over travel

   I think that distance #2 is supposed to be set at WOT.  No way is it going to be even close w/ the throttle closed.  With the throttle closed, 22mm seems reasonable.
