Registering my 1969 CL90

Hey Everyone,
I was home tuesday with a little bug so i decided to call the DMV which i was putting off since i didn't have money because i put tires on the wifes car, long story short, i was told it was NON-OP by the previous owner when he handed me his folder full of paperwork and there was PLENTY of paper..i couldn't find
any pertaining to non op status, it is a California Registration vehicle, i have a receipt for what i paid(it was broken down and NOT Running) and hasn't been registered since june of '06, so i give the license plate number to the DMV guy and he says in the neighborhood of $250! i was shocked, so i called back again
and spoke to a lady this time and she says "let me check" and after like 12 minutes of waiting on the phone she comes back with $424.00 for all the fees..registration for 3 years, late fees, transfer fee and i was more shocked than before..she said i bought it and i inhereted the whole mess and that's final!
man i didn't tell my wife cuz she'd blow a gasket..i came into work today and talked with our shop foreman who registers the company vehicles
and tell him my story..he says refuse to pay the back fees because i bought the vahicle and it "WAS NOT" registered to me previously and ask for a supervisor.
he said i should NON-OP it there on the spot and go back later and register it..he says this worked on sevral of our vehicles we have bought thru auction
ANY HELP OR SUGGESTIONS would be appreciated

One obvious solution would be to find a parts bike with clean title.

Not sure what condition the CL90 is in - are you doing a full rebuild?

Yeah....that thought has crossed my mind..i'm going to try and do the DMV thing my shop foreman suggested then NON-OP it either way and see about a parts bike OR frame with title(CLEAN) but i'm NOT giving up this bike...it is almost cherry, needs a clean front fender to be
blemish free but it has a very used, comfortable patina i like very much..it is going to be my daily rider to work..i live 4.5 minutes from my workso i won't be stressing it much...the odometer reads 17,789 miles so it's broken in well but has AWESOME compression!..in all the paperwork there wasn't any reciepts for a new piston and i'm not taking it apart for anything soon but i will eventually do a comression check with a guage..Thanks for reading my ramblings TinTin

If they don't make 175psi they wont tick over properly
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!

From the California DMV web site:

Waiver of Penalties and Registration Fees
9562.  (a) When a transferee or purchaser of a vehicle applies for transfer of registration, as provided in Section 5902, and it is determined by the department that registration penalties accrued prior to the purchase of the vehicle, and that the transferee or purchaser was not cognizant of the nonpayment of the fees for registration for the current or prior registration years, the department may waive the registration penalties upon payment of the fees for registration due.
(b) Other provisions of this code notwithstanding, the director may, at his or her discretion, investigate into the circumstances of any application for registration to ascertain if penalties had accrued through no fault or intent of the owner. If the director determines that the circumstances justify it, he or she may waive any penalties upon payment of the fees for registration then due.

(c) When a transferee or purchaser of a vehicle applies for transfer of registration of a vehicle, and it is determined by the department that fees for registration of the vehicle for any year are unpaid and due, that the fees became due prior to the transfer or purchase of the vehicle by the transferee or purchaser and that the transferee or purchaser was not cognizant of the fact that the fees were unpaid and due, the department may waive the fees and any penalty thereon if the license plate assigned to the vehicle displays a validating device issued by the department and the validating device contains the year number of the registration year for which the transferee or purchaser is requesting a waiver of fees and penalties.

(d) Upon the transfer of a vehicle for which fees for registration and any penalties thereon are unpaid and due, the fees and penalties are, notwithstanding the provisions of Article 6 (commencing with Section 9800) of this chapter, the personal debt of the transferor of the vehicle who did not pay the fees and penalties when they became due or accrued.

The fees and penalties may be collected by the department in an appropriate civil action if the department has waived the fees and penalties pursuant to subdivision (c).

Amended Ch. 223, Stats. 1993. Effective January 1, 1994.

How many times does the word "may" appear there? Always the possibility that they "may not" grant squat.

"Sell" it to a buddy in Oregon. Have him meet you in Medford or K. Falls so dmv can verify the numbers and register "his" new bike. "Buy" it back and go home. Ride around for a couple years with our neato yellow plate and 2011 sticker, then go pay Sacramento their $58 for one of yours.

I knew i could count on you guys!! Thanks for all the info and i will put it to good use..believe it!
I feel much better now! and can ENJOY my Long weekend..Thanks TinTin, Mark, BryanJ, & TomKimberly for all your advice
And BryanJ, I haven't checked the compression with a tester yet but it clearly outruns my old CT90 by a longshot and it was going 50 mph and still accelerating so i'm optimistic on what it will check out at at close to what you said
