Typically, yes.  And if that's the case here, it's a vinyl decal.  It's real 'bling-nasty' if I do say so myself.

Big flake metallic paint in a rattle can, looks like a decent number of colors now too.  (used to be just 2 or 3)

at least you only have to see them on the net! i couldnt find the a&w root beer one from around here.... we also have a pink one that is painted trojan magnum, its horrible.

You live in SF?  I live in ATL haha...

But, i can appreciate anyone that modifies their car/truck/van/suv/cycle in any way from stock.  Stock is boring.  Even if I think its dumb, at least they are throwing their personality and style into it.

PS what did you mean by *blank*?

ya sf isnt all that bad, but we have our share of #$%*ty #$%*s.... not like oakland though! i'll leave the *blank* to your imagination. yesterday i had 2 mopheads chase me down a freeway off ramp with a baseball bat and a metal pipe, after they cut me off. i mean god forbid i use my horn. didnt even give them the salute. i can think of many inappropriate slangs that i wanted to insert. but i know i shouldnt. :( sorry im still pissed...

Its funny, pretty used to that type of attitude (towards other races) after moving to Atlanta 6 years ago (from south orange county), not something I ever encountered back home. But, think how you want.

I was feeling sorry for myself because I couldn't afford new bike boots, until I met a man with no legs.

So I said, "Hey mate, you haven't got any bike boots you don't need, do you?"

All I can think of is Homer Simpson as the prison snitch yelling,"Fly Segway! FLY!" as it suddenly lost momentum and fell.
