What makes you think it is "flooding"?

Do you know Choke lever up is ON and choke lever down is OFF?

Perhaps you could explain your starting procedure?

What is the tune up history?  Within 3000 miles?

Air filter was last replaced when?

What are the new spark plug numbers?  Have you looked at the spark electrodes since they were installed?

the killswitch is in the "on" position? no bike that doesnt run is in excellent condition mon frere.

not trying to insult yr intelligence but the ignition is on? and all the wires connecting each component of the ignition system are good the whole way through? and the ignition is on? and the kiswitch? the battery has at decent charge?

one or more of the carburetor floats arent stuck are they?

look at the state of things under your points cover. take out the float bowl drain plugs and be carefull not to loose them and feel your floats with a screwdriver, make sure they move freely all the way up and down. put the plugs back in and try it again. sometimes that actually works.

Well the sparks were installed today. The carbs are fine tune up 2 months ago. The battery is dead but I had ridden it previously today multiple times by kick starting it.  Thinking I need to have the valves checked for sure.

The cold start procedure I have been using is ignition on choke open gas flow open obviously and then kick start it I would use the battery but it's dead and shot going to get a new one tomorrow hopefully that is the root of one of the problems.

Your bike needs a good battery to start properly [to provide spark].

Go get that new battery!
