If they are rubber tubes like on the big 4s, they are called insulators (insulating the carbs from vibration).  I haven't heard the wintergreen oil thing but I do know that ordinary inexpensive drug store glycerin (used for skin care and other things) does help so long as the insulators are not wrecked. 
Often getting rough ones off will finish them off.  But if they do come off in one piece, soak them for a few weeks at least and the glycerin will make them a bit more supple.  However, I am not sure how long this treatment lasts.  I do know it is recommended by a mechanic on a CB900C site for rubber goodies in the carbs.  I've only recently used a few treated parts, seem to work fine so far.
Having just bought a 350F needing insulators (and carbs and just about everything else) is there a source for this stuff OEM or otherwise?

One thing that is commonly missed is the timing advance.  This is a set of spring loaded weights behind the points plate, and change the timing as the engine revs.  They get stuck sometimes and need to be cleaned and lubed.
