led issues

are there any electrical gurus,perhaps you two tired,who can help me with an led issue.long story short,i bought an led tail light off ebay and the tail light side hasnt worked at all but the brake light side worked twice and then quit.interesting to me though is,i hooked the leads up to a battery and tested the circuit board with my test light and lo and behold when i touch certain pieces of solder on the board the lights light up,so how does the test light cause the lights to work when they wont work by themselves?all help is appreciated.

Pictures? schematic?  Brand?

Kinda sounds like a cold solder joint (intermittent with physical/mechanical movement).
