75 Honda Rear Wheel Question

1975 Honda CB400F

I'm installing new cush-drive inserts (see item 7). Item 7 is a cylinder consisting of three parts. (1) an inner metal sleeve. (2) a rubber sleeve which surrounds the inner metal sleeve. and (3) a metal sleeve which surrounds the rubber sleeve.

I am having a nightmare of a time completely removing the old ones which have come out except for the outer metal sleeves which are seemingly stuck in the rear hub. I've managed to remove the inner metal sleeves and the rubber that surrounds them, but the outer sleeves are stuck iin the hub.

Is there a method to remove these? I've taken the hub to a local mechanic who simply said that his "spreader" wouldnt work and asked me to take it to another mechanic.

Is it that difficult? Any suggestions to accomplish this myself?
