fork length 72 cb500 four

Not usually do I need to ask questions on this forum due to good past post but this I haven't found. I have a 72 cb500 four and the forks assembly is way long. I think they are the right ones do to the fact I have a peace of pipe 8" long on top of the spring inside. the fork tube itself is 30" long. looking at the pics in the book it shows no 8" pipe inside. but if I take the pipe out and reassemble it it just bottoms out. where am I going wrong here? Is the pipe taking the place of a spacer? if so how long is the spacer sapposed to be?

23" from where to where? Top nut to axle centre, mine is about 30", assembled on the bike, weight off the wheel. There is a compressed spec for the bike weight, 1/2" or 3/4" less I believe.

just the fork pipe it self, bottom case not included. but if it is supposed to 23" then my damper unit rod would stick out the top. this is why I just want the fork pipe length
